Adding background blur effect for layer

When we apply a particular trigger for an object, I am unable to select the layer from the 'Select layer' field. Basically the layers are not showing below to select.

Look under "Shape" - in there you'll find "Background Blur" which is what the response of the same name will work with. Caveat though: it't not a true background blur and rather a weird representation of iOS blur.
