Make the hot spots appear only when the action conditions are met and it is possible for the user to complete it. Now the hotspot shows up even though the item is not active yet (trigger conditions not met)

And also scrolling highlights all the page as a hot spot, and it makes hard to spot other possible interactions. Don't treat the scrolling as interaction action for hot spots
